Steps have been taken to implement the Guidelines for Indian Government Websites (GIGW 3.0) to make government digital services more modern, secure and citizen-oriented. Under the new guidelines, emphasis has been placed on improving the quality, ease of use, cyber security and accessibility of government websites, web portals and mobile applications. This is the third version of the manual developed by the National Informatics Center (NIC) since 2009. In addition to NIC, it also emphasizes the role of Standardization Testing and Quality Certification (STQC) and Indian Computer Emergency Response Team (CERT-In). The initiative also aims to strengthen cyber security along with technical standards and quality of websites. Circular of Gujarat Govt The State Department of Science and Technology has issued a circular instructing all government departments, department-owned institutions and offices, local self-government bodies and board-corporations to assess their existing websites, web portals, web applications and mobile apps as per GIGW 3.0 standards. During the evaluation, the deficiencies and the areas of necessary improvement shall be identified and assigned to the concerned developers or agencies immediately. Newly developed digital services will also have to adhere to these standards. Advanced features including AI to improve UI/UX The new guidelines focus on improving the user interface (UI) and user experience (UX). The aim is to make the information structure more user-centric so that citizens can get the required information quickly and use online services easily. Issues such as modern content management system (CMS), AI-based features and monitoring arrangements to identify flaws in non-compliant websites have also been highlighted. It also aims to technically enable the personnel preparing and publishing government information. Comprehensive integration into mobile apps Keeping in mind the increasing use of government services through mobile, the emphasis is on making the applications more user-friendly and compatible with various digital platforms. It mainly includes the following features: * API integration and connection with social media * Aadhaar based single sign-on * Connectivity with DigiLocker * Open data platform * Integration with MyGov and government schemes search platform * AI based translation for Indian languages These features can make accessing government information and services easier. However, compliance with privacy and security rules in the use of Aadhaar and other personal information will be mandatory. More accessible digital services for the disabled Accessibility standards are emphasized to ensure that websites and apps can be easily used by all citizens, including persons with disabilities. Aspects such as readability, navigation and compatibility with assistive technology will help make digital services more inclusive. CQW certification and liability determination The process of Conformity to Quality Website (CQW) certification has been given importance to verify the quality of government digital platforms. The concerned organizations have to make necessary amendments and get the certificate as per the applicable rules. It has also been clarified which organization, developer or auditor will be responsible for the improvement work. Guidance may be sought from NIC if a particular website or application requires different or higher technical standards. The main objective of GIGW 3.0 is to make government digital services more quality, secure and citizen oriented. The impact of these guidelines will now be determined by their timely implementation and real improvement in services to citizens.
